REPLY TO NRC LETTER DATED NOVEMBER 30, 1978 flRC INSPECTION REPORT 50-317/78-34; 50-318/78-31 This deficiency occurred because the Surveillance Test Procedure imple-menting the reauirements of T.S. 4.1.3.1.3 does not adeauately describe the procedure for verifying and documentina that a Potion Inhibit Signal will prevent any Control Element Assembly (CEA) from being misaligned from all other CEAs in its group by more than 7.5 inches. The Surveill-ance Test Procedure is being revised to incorporate more detailed instructions for perfoming the required surveillance. This procedural change will be comoleted by January 1,1979 and will serve to prevent recurrence of this event.
