\\a Gentlemen on On January 18, 1982 I issued an enforcement action to the Boston Edison Company which required within 30 days (1) a response to the Notice of Violation and Proposed Imposition of Civil Penalties, (2) submittal of a plan required by the Order to Modify License, and (3) a meeting in my office.

You have requested through your attorney, Thomas G. Dignan, Jr. an additional 30 day extension to March 19, 1982 for responding to the Notice and Order.

The basis for these requests is that additional time is needed to prepare a fully responsive statement in reply to the Notice and Order. These requests are granted.

I have enclosed an Order extending the date required for the submittal of a corrective plan for 30 days. All other terms of the Order -

remain unchanged.

In regard to the meeting in my office, it will be scheduled on or before March 19,1982 at which time you will discuss the matters addressed in my January 18, 1982 letter.

Pending this meeting, I request that a member of your senior staff continue to keep Ronald Haynes, Regional Administrator, informed of the status of your corrective actions.

The Bosten Edison Company (the " licensee") is the holder of Facility Operating License No. DPR-35 (the " license") which authorizes the cperatier of t!

Pilgrin Nuclear Pcwer Station (the "f acility").

The license uss originally issued on June 8, 1972, and will expire en August 26, 2008.

II.

On January 18, 1982, the Cormission, by the Director of the Office of Inspecticn and Enforcenent (the " Director"), issued an Order Modifyina License Effective Imr.ediately (the " Order").

for revie'., and approve.1, a corprehensive plan of cction (the "pler")

that will yield an independent appraisal of site and corperate nanage ent organizetiens and functions, recernendations for improvements in manage-ment controls and oversight, and a review of previcus safety,related activities to evaluate compliance with NRC recuirenents.
