Tour letter dated October 15, 1973, transmitted proprietary and the non-proprietary versions of a report entitled " Additional Information on the Possible Effects of Fuel Densification on Subsequent Operation of Tankee Rowe Cycle I, October 15, 1973," and your letter dated October 17, 1973, requested that the report labale<! "Preprietary" be withheld from public disclosure pursuant to 10 CFR Settfore 2.790(b).

The reason for withholding was stated to be that it conrnina certain information which would enable a reload fuci supplier in co= petition with Westinghouse Electric Corporation to assess current Westinghonse design

, and manufacturing methods and calculational resulta. Disclosure of this information vould result in competitive and economi: disadvantage to Wes tinghouse. The Ragniatory staff has examined the proprietary version of the report and pursuant to Section 2.790(b) of 10 CFR Part 2 concurs in this assessment.

Accordingly, we have approved your request and pursuant to Section 2.790(b) in 10 CFR Part 2 are withholding this proprietary report from public inspection. Withholding from public inspection shall not affect th3 right, if any, of persons properly and directly concerned to inspect the document.
