_ Change No. 109 Gentlemen:
License No. DPR-3 In response to our latter dated June 20, 1973, your letter dated July 17, 1973, provided additional information on minha shif t crew staffing for the Yankee reactor and on the training of contingency personnel that would be required to be holders of AEC Ife=n=es.
We have completed our review of this information and find that with the addition of one other " Auxiliary Operator" for the condition of "Nor=al Operation," as reflected in the revised Tabla 5.1.2 attached to your letter, Yankee conforms with regulatory.:idance for wint== shif t crew staffing for single unit stations. We also find that Tankee's training program for con-tingency personnel that are holders of AEC licenses is acceptable.
During our review of Yankee's minimum shift crew staffing, we informed you that we were incorporating your revised Tabla 5.1.2 in the Technical Speci-fications appended to License No. DPR-3 for the Yankee reactor and that this action would be designated as Change Eo. 109.
We have concluded that operation of the Tankee reactor with the minimum shift crew staffing specified in Table 3.1.2 does not involve a significant hazards consideration and that the health and safety of the public will not be endangered. Accordingly, pursuant to Section 50.59 of 10 CFR Part 50, khe attached Tabis 5.1.2 is added to the Tu haia =1 Specifications.
Sincerely, ABurger, L:0RB#1 Original signed by SATeets, L:0RB#1 Donald J. Skovholt SRari, L:RP PCollins, L:0LB Donald J. Skovbolt BScharf, DRA (15)
