C In our letter dated April 26, 1973, we requested that you include one " extra operator" for conditions of " normal operation" in Table 5.1.2 (that you submitted previously for reference) to meet regula-tory guidance for minimum shift crew staffing for a single unit station and that you propose incorporation of the appropriately revised Table 5.1.2 into the current Y== ham Technical Specifications.
We also requested additional information on the operating experience of individuals that would replace the operators that are normally assigned as shif t. crew personnel ia~ tho' evoet of contingencies, such as strika situations.

We have reviewed:your. letter dated May 29, 1973, and find that your response to our letter of April 26, 1973, does not provide the needed information...
Our review of your Table 5.1.2 was based on the cunent regulatory position for mini== staffing requirements for a single unit station.
The intent of our position is to assure the ready availability of a enfficient number of properly qualified personnel to perform safety L, '
oriented functions, such as taking emergency accias and monitoring

the status of vital equipment for conditions of " normal operatica".
While the Yankee staffing in Table 5.1.2 is presently consistent with those ineladed in the Maine Tankee Technical Specifications,-
a matter that will be considered separately, they-fall short of the~ ~
staffing requirements imeluded in the Vermont Tanham Technical Speci-fications, as well as that of all current generation Technical Speci-fications. We request that you raeammidar your position in this matter in line with our initial request or you should provide mera sabotantive technical information in support of your position that the " extra operator" is not needed for conditions of " normal opera-tion" at the Taakes plant.

Yankee Atomic Electric Company JUN 2 01973 With regard to the matter of qualifications of Yankee's replacement personnel for contingency situations, such as strikes, we note that all AEC licensed personnel participate in a retraining program regardless of their affiliation with management or union. To com-plate our review of this matter, we request that you provide a summary of your retraining program, including the following infor-mation with rosyct to repiscenent personnel participating in this program.

The hours each individual participated in this program.

Operating experience of each individual since his license renewal, including t}$g number of startupe and shut downs at the a.
