Dear Mr. Coe:
This refers to year letters of September 30 and october 15, 1965, in which you reported the results of your recent inspection of the Tankee reactor pressure vessel which disclosed two easil areas in the bottom hemispherical head where the clad had been penetrated sad the alloy steel base material was exposed. As you know, the Divisica of Rasctor Licensing and the Advisory Ceramittaa om Raaeter Safeguards have been reviewing this matter. Based en this review, it appears that available evidence may not be sufficient to establish that the A 302B steel of the pressure vessel is not susesptible to hydrogen emb ri t tlement at the breaks in the stainless steel cladding. The basis for this commant is given in the enclosure to this letter.

In addition, in view of recent measurements of preseure vessel NDT specimens from the Tae.kas surveillance program, you are re-quested to provide your best pasdiction of the weseal NDT to the end of its at:pected servlee life, and the beeis for and sceurecy of this prediction. A discussion of the operating problems, if any, that may develop as the NDT increases over the life of the vessel should also be provided.
