Dear Mr. Coe:
The Division of bepliance has called my attention to an apparent violation of paragraph D.2.d(6) of the Yankee Kowe technical specifications when the plant was operated above 15 Mw for a period of about 36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br /> om Revember 10-12, 1965, with a main ecolant boron concentration la excess of 1300 pre. Apparently the r.axinum concentration of boron durint, the perf od~ in question was about 1560 ppw.
Your cornments would be appreciated.
Our own analysis fadicates that no significant safety problem was involved in operating during the period with the higher borou con-centration. Perhaps you would like to submit a proposed change in the indicated paragraph of the technical specifications to relate it more closely with safety considerations based on your own analysis of what limitations, if any, should be placed on boron concentration during operational startup.
You are invited to take a leek at any other areas in the Yankee Rowe technical specificatises that may not be importantly reletad to safety and to propess,laaditional changes based en appropr.ste saf ety analysis.
