Dear Mr. Grier:

This letter forwards Licensee Event Report 79-04/3L-0, required to be submitted within thirty days pursuant to Millstone Unit 2 Appendix A Technical Specifications, Section 6.9.1.9.b. The report concerns operation in a degraded mode per Specification 3.3.1.1 due to a failure of one reactor protection system temperature detector to meet response time requirements. As noted in the report, the test data was received on 1/30/79, however, the test method utilized was not accepted by fbrtheast
