Crystal River Unit 3 Docket No. 50-302 Operating Licence No. LPR-72 ECCS Small Breaks Analysis
Dear Mr. Reid:
Entiosed is the Single Failure Analysis of the Proposed Long Term ECCS Modification for the Small Break LOCA. The failure of each active component in the High Pressure Injection System was assumed with the Small Break LOCA and concurrent loss of of fsite power.
A diagram of an electrical transfer switch which FPC proposes to install in place of the mechanical trensfer switch described in Figure 4 of our letter of November 17, 1978, is also enclosed. Finally, a copy of the Gilbert Associates, Inc. study of the flow balance of one HPI pump and four HPI lines is included per the commitment of our November 7,1978 letter.
Please inform us of the results of your review of our proposed modification to the Engineered Safeguard System to mitigate the Condition III event (small LOCA) as soon as possible so that we may proceed with the installation. As stated in our letter of November 17, 1978 in Response #4, it will take approximately 31 weeks from NRC acceptance of our proposed modification until it can be fully installed.

Single Failure Analysis of Proposed ECCS Modification for Small Break LOCA Assumptions: 1) Small Break LOCA is the passive failure
- 2) Concurent loss of offsite power
- 3) Must consider failure of each active component in the system Requirements: Must achieve at least the equivalent of 70% of the flow of one pump to the reactor in order to mitigate the accident. The following injection line pump configurations will result in at least the required flow:
4 lines with 2 pumps 4 lines with I pump 3 lines with 2 pumps 2 lines with 2 pumps Injection Lines and/or Active Component Failure Pumps Lost Adequate Flow Achieved by 1.
An Emergency Diesel 2 lines and I pump 4 lines an" oump (two Generator lines regain n by simple operator action of switching injection line valves from dead to live bus at between 10 and 20 minutes into the accident. No flow balancing is required).
