Dear Mr. Reid:

Your letter of September 26, 1978, provided the staff position regarding allowable operator actions for which credit may be taken following a Condi-tion III event (small LOCA). Specifically, operator action to balance high pressure injection flow from one pump through four injection lines is not permitted within twenty (20) minutes af ter initiation of the event.

Gilbert Associates, Inc., has just completed a High Pressure Injectica Sys-tem Analysis and the results show that no flow balancing is required of an operator when the A HPI pump is injecting through four lines. The natural flow rates range from 133 gpa to 142 gpm (22.6% to 28.4% of 500 gpm). A review of HP1 pumps B and C is being performed to confirm these flow rates with the other pumpc. This analysis should be completed by November 30, 1978, and the results will be submitted for your review at that time.

GAI used the PIPF computer code for this analysis which was also used to perform the Borated Water Storage Tank analyses in 1976 and 1977 (reference GAI Report 1955 and Topical Report GAI-TR-105-NP-A).

Please inform us of the results of your review of our proposed modification to the Engineered Safeguard System to mitigate the Condition III event (small LOCA) as soon as possible so that we may proceed with the installation.
