APPENDIX A NOTICE OF VIOLATION Georgia Institute of Technology License No. R-97 Research Reactor Based on the results of the NRC inspection conducted on November 29 - December 1, 1978, it appears that certain of your activities were not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in our correspondence to you dated December 31, 1974.
A.
Technical Specification 4.2.e requires that the charcoal cartridge sampler on the containment building exhaust shall have a radioisotopic analysis performed biweekly.
Contrary to the above, on four occasions between June 9, and October 20, 1978, this biweekly interval for analysis was not met; on one occasion 24 days passed between successive analyses.
This is an inf raction.
B.
Technical Specification 4.1.a requires that shim-safety blade reactivity worths shall be measured and the shutdown margin calculated annually.
Contrary to the above, shim-safety blade reactivity worth measurements and calculations were made July 15, 1977, and not again until November 18, 1978.
Data had been taken in September 1978 but was not analyzed and the completed surveillance action posted until November 18.
This is a deficiency.
