We have deterrined that no proprietary information is contained in the report. Accordingly, the Virginia Electric and Power Company inter-poses no objection to the inspection report being made a matter of public disclosure.

RESPONSE TO VIOLATION LISTED IN INSPECTION REPORT NO. 50-338/78-32 NRC C0KMEtiT Baseo on the results of the NRC inspection conducted on October 16-19, 1978, certain of your activities appear to deviate from your coemitments to the Commission as indicated below.

In response to an inquiry made by the Of fice of Nuclear Reactor Regulation, a VEFC0 letter, serial no. 323/053178, dated July 7, 1978, stated that the air start manual isolation valves and the control room selector switch "...

are checked every four (4) hours and recorded in the Diesel Log by an Operator".

Contrary to the above, prior to October 18, 1978, the checks made of the diesel air start manual isolation valve or manual selector switch were not recorded.

RESPONSE

The deviation listed above was the result of an error in the initial lette.

(serial no. 323/053178, dated July 7, 1978) submitted to the Commission on the subject of diesel generator auto start functions. This item was subse-quently addressed in Vepco letter, serial no. 556/092578, dated October 31, 1978. The status of the air isolation valves is still pending further discussion between Vepco and the NRC.

The final resolution of these dio-cussions will determine the surveillance requirements needed for the air isolation valves.

Since the statement mentioned in the deviation was corrected by the response on October 31, 1973, full compliance has been achieved and no further corrective actiens are required.
