IE Inspection Report No. 50-338/78-32 This is in response to your letter of November 21, 1978 which forwarded IE Inspection Report No. 50-338/78-32 for North Anna Power Station Unit No.
1.
This is a supplement to our initial response of December 11, 1978, and addresses questions from your staff regarding our methods for tracking and implementing commitments made in Vepco-NRC correspondence.
North Anna Power Station has a computerized commitment tracking system which records commitment summaries, due dates, and the status of outstanding commitments. This information is reviewed periodically to ensure that outstanding comitments are properly implemented in a timely manner. The commitment tracking system was initially developed to monitor commitments made in discussions or correspondence with the Office of Inspection and Enforcement, Region II.
As such, the most common inputs include commitments made in Licensee Event Reports, responses to IE Inspection Reports and Bulletins and other Vepco-Region II correspondence.
In the case cited in IE Inspection Report No. 50-338/78-32, the statement regarding periodic checking of the valve and selector switch was made in response to an information request from Light Water Reactors Branch No. 3, Division of Project Manage-ment.
Since it war 2 response to an information request and was not the type of correspondence in which commitments are generally made, it may not have received the level of attention which certain other correspondence receives and therefore was not identified as a commitment. Additionally, as stated in our letter of October 31, 1978, the statement regarding valve and switch checking was in error. A more comprehensive review would have identified this error.
To prevent a recurrence of this type, all personnel who are involved in the preparation of all types of correspondence to the NRC will be reinstruct-ed in the importance of ensuring that all such correspondence is complete and accurate in all respects.
