Letter from G. H. Smith to H. V. Lichtenberger dated 11/24/78 Inspection 70-1100/78-09 Gentlemen:
This is in response to the above referenced letter in which you reported a deficiency that was determined during your inspector's visit to our facility on October 24-27, 1978.
Appendix A, Paragraph 2 Item 1 The inspector noted that copies of Applied Design Company Drawing No. 927Al (modified), Sheets 1, 2, and 3 were not available as required by 10 CFR 71.

Copies of the above referenced drawing'. are now on file and are available for inspection.
Item 2 The inspector noted that the Model 927Al shipping container was not construc-ted in accordance with Applied Design Company Drawing No. 927Al (modified),
Sheets 1, 2, and 3 as required by Certificate of Compliance No. 6078.
Certificate No. 6078 was previously amended to allow securing of the upper bundle bracket to the strongback of the Model 927Cl container with either 10 hex head bolts or 2 bolts and 8 steel clevis pins.
The above option for the Model 927Al container was inadvertently omitted from the amendment appli-cation. The inspector noted that a 927Al container was assembled with 2 bolts and 8 steel clevis pins, but this option was not approved previously for the 927A1. An amendment application to update Certificate of Compliance No. 6078, 7901020214
B 1.
Paragraph 7, has been sent to the NRC Transportation Branch, Division of Fuel Cycle and Material Safety requesting the above option of 2 bolts and 8 clevis pins be approved for the 927Al as well as the 927Cl container.
Approval is expected within 30 days. The fiodel 927Al containers will not be used for shipment of fuel bundles until the revised certificate has been received.
