Gentlemen:
This refers to the inspection conducted under the Resident Inspection Program
by Mr. W. D. Johnson of this office covering the period of October 6 -
November 21, 1979, of activities authorized by NRC Facility Operating License
No. DPR-51 and NPF-6 for the Arkansas Nuclear One, Units 1 and 2, and to
the discussion of the findings by the inspector with members of your staff
at the conclusion of each segment of the inspection.
Areas examined during the inspection and our findings are discussed in the
enclosed inspection report. Within these areas, the inspection consisted of
selective examination of procedures and representative records, interviews
with personnel, and observations by the inspector.
During this inspection it was found that certain of your activities were not
conducted in full compliance with NRC requirements, as set forth in the Notices
of Violation, enclosed herewith as Enclosures (1), (2) and (3).
This notice
is sent to you pursuant to the provisions of Section 2.201 of the NRC's " Rules
of Practice," Part 2, Title 10, Code of Federal Regulations.
Since corrective action for the items cited in Enclosures (1), (2) and (3),
and corrective steps to avoid further noncompliance were completed during
this inspection, no written response is required.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, documentation of findings concerning
your facility security procedures is exempt from disclosure. Therefore,
Enclosure (3) of this letter (Notice of Violation) and paragraph 10 of
Enclosure (4) to this letter (Inspection Report) will not be placed in the
Public Document Room and will receive limited distribution.

In accordance with Section 2.7'10 of the flRC's " Rules of Practice," Part 2,
Title 10, Code of Federal
egulations, a copy of this letter and the enclosed
inspection report, except for f.nclosure (3) and paragraph 10 of Enclosure (4),
will be placed in the flRC's P clic Document Room.
If the report contains any
information that you believe to be proprietary, it is necessary that you submit
a written application to this office within 20 days of the date of this letter,
requesting that such information be withheld from public dis::losure.
This
application must include a full statement of the reasons why it is claimed
that the infomation is proprietary.
The application should be prepared se
that any proprietary infomation identified is contained in an enclosure to
the application, since the application without the enclosure will also be
placed in the Public Document Room.
Shound you have any questions concerning this inspection, we will be pleased
to discuss them with you.
