EflCLOSURE 2 Arkansas Power and Light Company Arkansas Nuclear One, Unit flo. 2 Docket flo. 50-368 NOTICE OF VIOLATIOfl Based on the results of an NRC inspection conducted during the period of October 6 - flovember 21, 1979, it appears that certain of your activities were not conducted in full compliance with NRC regulations and the ccn-ditions of your license, flPF-6, as indicated below:
Technical Specification 6.8.1 requires that, " Written procedures shall be established, implemented, and maintained covering...

The applicable procedures recommended in Appendix "A" of Regulatory Guide 1.33."
Administrative Procedure QCP 1004.02, Initiating and Processing of Trouble Reports, has been established in accordance with this Technical Specification.
Section 3.2 of this procedure requires that AP&L personnel report all incidents, malfunctions, failures, abnormalities, discrepancies or other conditions which do not conform to operating requirements.
Contrary to the above, the Delta-T sigma Weather Station Recorder (TR 93CD) was inoperable for a period of about 35 hours4.050926e-4 days <br />0.00972 hours <br />5.787037e-5 weeks <br />1.33175e-5 months <br /> between October 16 and October 18, 1979; and operations personnel did not observe and report the malfunction.
A Technical Specification required daily channel check on this instrument was performed twice during this period.
This is an infraction.
