James A. FitzPatrick Nuclear Power Plant Docket No. 50-333 Proposed Technical Specification Changes Primary Containment Isolation

Dear Sir:

Enclosed are proposed interim changes (Attachment I) to Table 3.7-1 of the FitzPatrick Plant Technical Specifications. These changes are submitted for your expeditious review and approval and will permit ,

the James A. FitzPatrick Nuclear Power Plant to operate throughout the remainder of Fuel Cycle 3 with certain modifications and administrative controls implemented to meet the Commission's requirements for primary containment integrity.

Specifically, the change will permit the Power Authority of the State of New York to operate its James A. FitzPatrick Nuclear Power Plant facility with containment isolation valve 20-M0V-82, associated with containment penetration X-18, inoperable and in the open position until entry into the primary containment during the scheduled April 1980 re-

  • fu, ling outage (or any earlier unscheduled primary containment entry) permits repair. The Authority staff has determined that this mode of operation is acceptable when consideration is given to the implementa-tion of the below listed modifications and administrative controls.
1) The outside isolation valve associated with penetration X-18 (20-A0V-83) shall be maintained ir the closed position except as required for periodic pump down of the primary containment floor drain sump.

James A. FitzPatrick Nuclear Power Plant Docket No. 50-333 Page 2) A manual valve (RDW-77) approximately eight feet downstream (away from containment) from 20-A0V-83 shall be maintained closed except as required for periodic pump down of the primary containment floor drain sump.

3) When 20-A0V-83 and the manual valve must be opened to pump down the primary containment floor drain sump, an operator with no con-current duties and a dedicated communications system to the plant's control room operator shall be stationed at the valves. This operator shall be stationed at the valves throughout the time period during which the sump is being pumped down and will immediately close the manual valve in the event of a primary containment isolation signal from any source.

In addition, the operator will close the manual valve at the end of each pump down cycle and verify that 20-A0V-83 has been closed.

4) The FitzPatrick Plant staff has completed a Type C local leak rate test of the manual valve to provide assurance that this valve can function as an effective nrimary containment isolation valve if required. ,
5) The Authority and its Architect-Engineer have completed a seismic analysis of the piping and valves of concern to provide assurance that primary containment integrity would be maintained in the event of an operating or design basis earthquake. Both the manual valve (RDW-77) and 20-A0V-83 were included within the boundaries of this analysis. r
6) The Authority will, by February 15, 1980, desian and implement a modification which provides a power actuator for the manual valve or replaces the manual valve with a power operated valve. Prior to the actual implementation of this modification, the Authority and its Architect-Engineer will perform a seismic analysis giving due consideration to the mass changes involved with addition of the power operated valve actuator.
7) The Authority will design and implement, at the same time as it implements the modification discussed in 6) above, changes to th' primary containment isolation system logic which will provide automatic

closure of the power operated valve which will replace the manual valve which is currently installed. The isolation logic for this valve will utilize the controls which currently exist on the inside isolation valve on penetration X-18 (20-MOV-82).

8) The FitzPatrick Plant staff will effect repairs and restore to a fully operable status, the inside isolation valve (20-MOV-82) during the next scheduled or unscheduled plant shutdown which permits entry into the primary containment. In addition, the FitzPatrick Plant staff will at that time, also repair those minor leaks inside the primary containment which may have contributed to the failure of 20-MOV-82.

Page Enclosed as Attachment I to this Application, are the proposed changes to the Technical Specifications. The Safety Evaluation is included in Attachment II.

With regard to the classification and filing fee per 10 CFR 170.22, the Authority will, by not later than February 6,1980, provide additional information with respect to the classification of the application for amendment to the operating license and provide payment in accordance with the established schedules. In addition, the Authority will provide additional copies of this application by U.S. mail in the same time frame.
