Dear Mr. Hancocs:

Your submittal of November 29, 1978, described Technical Specification Change Request No. 27 which addressed revisions to the Technical Specifi-cations to include Reactor Coolant Pump Power Monitors (RCPPM), at the Crystal River, Unit No. 3 Nuclear Facility. Based upon our review of this Change Request, numerous discussions have been held with your staff in addition to requests fo r additional information.

Your submittals dated January 29, 1979, May 7, 1979, May 25, 1979, August 14, 1979, and October 9, 1979 provided supplementary information on this issue.

In the process of preparing our Safety Evaluation relating to Change Request No. 27, we have determined that additional information will be necessary to resolve a final concern regarding this change as discussed during a tele-phone conference call with members of your staff on January 3,1980, (S. Ulm and R. Bright' We request that you provide an analysis to demonstrate the RCPPMs and the RPS have sufficient isolation to prevent being damaged or disabled due to a fault voltage resulting from any failure or combination of failures of the non-qualified equipment or of the interconnecting cabling between the non-qualified equipment and the qualified equipment of the RCPPMs. Part of this analysis is included in your earlier submittals. Your response should recap these earl;er partial analyses.

Please submit the requested information within 30 days to pennit timely resolution of this issue.
