Dear Mr. Grimes:
This letter is submitted in response to the NRC letter dated November 29, 1979, requesting information regarding estimates for evacuation of various areas around nuclear power reactors. Although Carolina Power & Light Company (CP&L) feels that evacuation information is important and must be developed during the course of the current efforts to upgrade operating nuclear power plants' Emergency Plans and State / Local Radiological Response Plans, CP&L cannot currently respond adequately within the time constraints of the January 31, 1980, proposed submittal date.
CP&L believes that meaningful, large-scale evacuation data can be obtained for our Brunswick plant only after the details of an accept-able (approved by appropriate governmental agency) local emergency evacuation plan has been developed. The North Carolina (currently under NRC review) Emergency Plan does not, at present, contain sufficient detailed information relating to a ten-mile evacuation radius. Only af ter such information is available and proposed rule changes are finalized can realistic evacuation estimates be provided and utilized for planning bases. CP&L will work with you on an expedited basis to provide the requested information once the above items have cccurred.

w, Mr. Brian R. Grimes CP&L is currently working with appropriate state and local officials in North Carolina in a sincere effort to upgrade our plant's Emergency Plan. We do not feel that our Brunswick site offers any unusual evacuation constraints or provides a risk to large populations that would necessitate the special planning measures mentioned in your letter.
