Dear Board Members:
Enclosed is Licensee's Response to the Board's Memorandum and Order of September 14, 1979.
It consists of five affidavits and Revision 1 to I.E.
Bulletin 79--17, issued on October 29, 1979.
The latter is unverified but I believe the Board can take administrative notice of its contents.
The affidavit of Tom Tramm identifies the type of stainless steel in the liner, the spent fuel assemblies, and the spent fuel pool cooling system, the conditions to which the stainless steel is exposed, and the possible consequences of failure of such stainless steel systems.
The affidavits of Thomas W.
Lukens and Robert Shannon report the results of inspection of the spent fuel pool cooling system and of an existing spent fuel rack undertaken in response to I.E.Bulletin 79-17 and this Board's order.

November 16, 1979 Page 2 The affidavit of Bill Clarke gi es the results of the EPR sensitization tests which were performed on various specimens from Three Mile Island and on components of the new Zion boral racks currently being fabricated at Leckenby.
Also attached is an article by Mr. Clarke explaining the EPR test.
Finally, the affidavit of Roger Stachle addresses the subject of intergranular stress corrosion cracking and sets forth his reasons for believing that this does not present a safety problem for the Zion racks.
For additional assurance Dr. Stachle proposes that pool water chemistry be monitored weekly for chloride and fluoride, and that corrosion specimens be suspended in the pool and inspected on a regular basis.
I am authorized to state that Edison will make a commitment to follow these recommendations.
Edison would oppose incorporation of these recommendations as a condition or Technical Specification in its operating licenses for Zion Station.
