This refers to the inspection conducted by Messrs. J. P. Patterson of this office and D. J. Holody of Region I on October 23-26, 1979, of activities at the Combustion Engineering, Hematite Plant, as auchorized by NRC License SNM-33 and Title 10, Code of Federal Regulations, Part 70.
The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observa-tions, and interviews with personnel.
No items of noncompliance with h7C requirements were identified during the course of this inspection.
Areas examined during the inspection concern a subject matter which is exempt from disclosure according to Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.
Consequently, our report of this inspection will not be placed in the Public Document Room.
Our understanding of certain commitments which you have agreed to make relating to your Measurement Control Program, are described in the enclosed Appendix A.
Should you disagree with our understanding of these commit-ments, please advise us within twenty days of your receipt of this letter.

Appendix A Combustion Engineering, Inc.
Docket No. 70-36 As result of the inspection conducted October 23-26, 1979 at your Hematite, Missouri fuel fabrfcation facility two verbal commitments to strengthen aspects of your Measurement Control Program were made by your management staff.
These two commitments which were discussed with members of your staff during the inspection anc were reiterated at the exit interview with management personnel of your plant are as follows:
1.
Documentation shall be made of out-of-control situations with scales and balances, non-destructive assay equipment or other components of the measuremeat system.
Instances were detected by the inspectors where some such conditions occurred, the Measurement Control co-ordinator was contacted and proper response taken, but no docu-mentation of the situations were made.
2.
The Measurement Control Coordinator shall revise and enlarge upon that section of Operating Sheet Procedure No. 407.10 which relates to the training of production operators and Material Control Operators who have responsibilities in using scales and balances and sampling of material relating to special nuclear material measurements. A training session will be held for these perr9nnel based on the revised Operating Sheet Procedure No. 407.10. Tids documented training session will be conducted prior to the end of calendac year, 1979.
