Gentlemen:
This refers to the inspection conducted b'y Mr. Varela of this office
on December 16-17, 1971 of construction activitics authorized by
AEC Construction Permit No. CPPR-40, and to the discussions of our
findings held by Mr. Varela with Messrs. Avers, Stromberg, and Wright
of your staff at the conclusion of the inspection.
Areas'a - fned during this inspection included construction records

and repair in the North 180 portion of the Unit No. 1 ring girder;
and construction of the containment dome. We also discussed with

Building Ring Girder Construction and Repair", dated Dece=ber 3, 1971.

Within these areas, the inspection consisted of selective examinations
of procedures and representative records, interviews with plant personnel
and observt nons by our inspector.
During this inspection, it was found that certain of your activities
appeared to be in nonconformance with a statement in the Final Safety
Analysis Report. The specific item and references to the pertinent
requirements are listed in the enclosure to this letter. Please
provide us within 30 days, in writing, with your co=ments concerning
this item, any steps which have been or will be taken to correct it,
any steps that have been or will be taken to prevent recurrence, and
the date all corrective action or preventive measures were or will be

completed.
