General

TMI's environmental monitoring program is described in FSAR,

Section 11.6.

There are four phases to the program, three of

which are preparatory. Phase I, designed by Mr. Deakin, in-

volves preliminary measurements and is nearing completion.

Other phases were designed by a consultant, Dr. Whipple.

Phase

II involves special studies; Reconcentration of Stable Isotopes;

Fish Population Studies; Macro Invertebrates and Micro Inverte-

-

brates Fauna Studies, which are being done by Millersville

State College personnel. Phase 3, the preoperational survey,

is to be fully implemented by July, 1972.

Samples are collected by TMI personnel and analyzed both by

plant personnel and Isotopes, Inc.

Phase I Recort

The inspector reviewed work accomplished under Phase I with

Mr. Deakin. Met Ed has been conducting a preliminary pre-

operational environnental radioactivity survey in the vicinity

of the Ihree Mile Island site since January, 1968.

Mr. Deakin stated that a final su= mary report

for Phase I was in preparation and that CO:I wou.1d be supplied

with a copy when it was available.

Quality Control checks

.

The inspector observed during review of rec.ords, that Met Ed

typically performed the gross analyses and that samples for

specific isotopic analyses were sent to Isotopes, Inc.

Mr.

Deakin stated that (1)

this was part of his quality control

program and (2)

this outside laboratory analysis as a part

of the quality control program would continue even af ter Met

Ed had the capability for performing the more sophisticated

measurements with their own instrumentation.

10.

Calibration and Maintenance Precedures

Mr. Deakin described calibration procedures for the environ-

mental air-sampling equipment and stated that written cali-

bration and maintenan:e procedures would be prepared prior

to the implementation of Phase III.

In reply to. questioning

"Mr. Deakin said that no significant operating problem had

been experienced with the air-sampling pumps (a Root-Coner-

ville type); and that they had required relatively.little
