NARRATIVE

SUMMARY

OF OPERATING EXPERIENCE Docket No.

50-266 Unit Name Point Beach Unit 1 Dato June 5, 1979 Completed By Wisconsin Electric Power Company Unit 1 was base loaded for approximately 98% of the period with five load reductions.

Power Supply requested on three occasions that load be reduced to an average of 375 MWe for an average duration of two and one-half hours each.

Load was reduced to 485 MWe for 15 minutes on May 25, 1979, when "B" main feed pump temporarily exper enced d

low suction pressure due to a failed pneumatic relay in a moisture separator reheater dump valve controller.

On May 26, 1979, load was reduced to 260 MWe for nine hours to locate and plug a leaking condenser tube and to perform turbine stop and governor valve tests.

The unit generated its 29 billionth kilowatt hour of electricity on May 17, 1979.

On May 10, 1979, while hydrostatically testing a portion of the fire water system to test the installation of new valves, a compression fitting in another portion of the fire water system failed.

After the fitting failed, low fire system pressure caused the Diesel fire pump to start automatically.

Shortly thereafter a strainer in a line supplying a non-Technical Specification committed area failed.

These events temporarily disabled the fire water system.

Backup fire protection was provided within one hour and Cie system was temporarily repaired and returned to servi.e within six hours.

The compression fitting was permanently repaired and successfully hydrostatically tested the following day.

Licensee Event Report No.

79-009/0lT-0 has been submitted concerning this item.

Work on the replacement of the old spent fuel racks has begun.

Fifty percent of the old racks have been removed and preparation for the installation of the new racks is progressing.

On May 2, 1979, a licensee event report was filed regarding a possible, but unlikely, plant configuration and accident scenario that could lead to simultaneous safety injection in both units, this possibly resulting in the overloading of the plant Diesel generators during the sequencing phase.

To establish a low probability of this occurring, a modification was completed to change the two 2308 154

2 remaining AC supplied safety injection actuation channels of each unit onto DC supply sources and changes were made to require safety injection on 2/3 pressurizer low pressure signals, the coincident pressurizer level signal requirements being removed.

These modifications to Unit 1 were completed at power on May 18, 1979.

Further details of this problem and modification are discussed in Licensee Event Report No.

79-008/0lT-0.

Anchor bolt testing in accordance with IE Bulletin No. 79-02 is scheduled to begin the first week of June.

No other major safety related maintenance was performed during the period.

The semi-annual plant emergency evacuation drill was conducted on May 31, 1979.

50-301 Unit Name Point Beach Unit 2 Date June 5, 1979 Completed By Wisconsin Electric Power Company Unit 2 was base loaded for approximately 92% of the period with one shutdown and ten power reductions.

Power Supply requested on ten occasions that load be reduced to an average of 400 MWe net for an average duration of four and one-half hours each.

The unit was taken off line on May 12, 1979, for approximately eleven and one-half hours.

The unit was shut down as a precautionary measure while a modification to the power supplies for the AC supplied safety injection actuation channels and the logic change to a two out of three pressurizer low pressure actuation of safety injection was performed.

Further details of the modification and the reason for the modification are discussed in this month's Unit 1 operating experience and in Unit l's Licensee Event Report No.

79-008/0lT-0.

The modification to Unit 2 was completed on May 12, 1979, and the unit was returned to line.

Experience gained during this work enabled the same modification to be completed on Unit 1 at power.

During May 12, 1979, shutdown, a natural circulation test was successfully conducted between 7:00 a.m. and 12:30, p.m.

This confirmed the excellent results of a similar test conducted some years previously.

The unit generated its 24 billionth kilowatt hour of electricity on May 29, 1979.

A DC drive unit was installed on the Unit 2 "C"

reciprocating charging pump in place of the varidrive unit.

A substantial improvement in reliability and maintenance requirements is anticipated.

No other major safety related maintenance was performed during the period.
