Dear Mr. Rousselot:
This is in response to your letter of March 26, 1979 regarding the status of the consideration for licensing of the Diablo Canyon Nuclear Power Plant.
The evidentiary record in the Diablo Canyon proceeding was closed on March 12, 1979.
I have been advised by the Chairman of the Licensing Board that the parties are pres-ently submitting proposed findings of fact and conclusions of law for the Licensing Board's consideration.
The last pleading is scheduled to be filed by April 16, 1979.
The Board will then proceed to consider the evidentiary record and issue an initial decision based upon the evidence.
The record in this proceeding is voluminous so a date certain cannot be determined regarding the issuance of the initial decision.
I trust that the above is responsive to your request.
Since this is an adjudicatory proceeding, I am requesting

that copies of your letter and this reply be filed in the NRC Public Document Room and served on the Atcaic Safety g
and Licensing Board and all of the parties in the Diablo Canyon proceeding.

These e xpe rt s fee l that the close proximity of the Bosgri fault and t he pcssibility of a major earthquake create grave doubts asto the ability of Diablo to withstand,uch a n e ve nt.
In addition to this danger, there have been number of questions raised as to t.h e quality of construction in various areas of t he plant.
In addition t o t he problem of an earthquake i ndu ce d accident at the D ia b lo Canyon si te,. add it i ona l conce rn remains ove r the u nre solved que stions re gard ing nu cle ar waste disposal anc the ha a rds of low le ve l radiation.
