9 APPENDIX A NOTICE OF VIOLATION Georgia Power Company License Nos.:
CPPR-108 Vogtle - Units 1 & 2 CPPR-109 Based on the NRC inspection February 13-15, 1979, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in corres-pondence to you dated December 31, 1974.

As required by Criterion V of Appendix B to 10 CFR 50, as implemented by Georgia Power Company (GPC) PSAR Section 17.1.5,"GPC Field Construc-tion Group and the various construction contractors will be required to have appropriate procedures outlining the manner in which their work will be conducted." Paragraph D-2 of GPC Procedure CD-A-01 states,
" Periodic inspections shall be performed to assure that storage areas are being maintained...."
Paragraph D-4 states "Nonconformances shall be reported in accordance with nonconformance procedures." Paragraph D-3-d states "All items....shall be plainly marked. "
Contrary to the above, on February 14, in the laydown area of the power block and east of the batch plant, rebar was stored on the ground and, in some instances, in water. Also, cut rebar was stored with no tags or identifying numbers. A GPC QC inspection in this area on November 6, 1979 identified a nonconformance; however, a nonconformance report (NCR) was'not written on the item until December 18, 1978.
On December 20, 1978 the same inspector, on another inspection, recorded that the item was cleared but the NCR was never signed off or cleared..The frequency of required inspections in the storage area was not specified in Procedure CD-A-01.
The last inspection was performed on December 20, 1978.
This is an infraction.
