Dear Mr. Andognini:
Your letter of June 13, 1974 advised us that you had suspended work on the Containment Atmospheric Dilution (CAD) System pending revision to Regulatory Guide 1.7, Control of Combustible Gas Concentrations in Containment Following a Loss-of-Coolant Accident.
Your proposed CAD system was described in Amendment No. 35 to the Pilgrim Nuclear Power Station (PNPS) Unit No.1 Final Safety Analysis Report (FSAR) submitted on January 28, 1974.
You indicated that the proposed CAD system would be reevaluated and modified as appropriate after issuance of the revised Regulatory Guide (RG).
Revision 1 to RG 1.7 was issued for conment in September 1976.
Revision 2 to RG 1.7 was issued in final status 11 November 1978.
Section 4.1.2c Cordrinment Atnosphere Control" of the Final Safety Evaluation Report (SER) for Pilgrim NL ; lear Power Station dated August 25, 1971 indicated that the sti.ff had concluded that a hydrogen control system Viould be provided at 8'NPS and that backfitting the Pilgrim facility in this regard would provide substantial additional protection requirca for the public he alth and safety.
The SER further pointed out that the design and installation of tM system should be achieved in a Feasonab'.e period of tine.
Accordingly, we request that you subrit, within 60.iays of your receipt of this letter, your schedule for the installation and testing of a CAD system at PNPS. Also include in your submittal, a detailed description of any design changes mace to the original FSAR submittal as a result of the revised regulator / guidance.
