Dear Mr. O'Reilly:

Our correspondence to you dated April 18, 1978, on action required in IEB 78-04 indicated that specific actions needed to satisfy the concerns were still under study. Since that time our investigation has been com-pleted and the corrective action we are taking is outlined in our response to FSAR Ouestion 031.57, a copy of which is attached. 031.57 In a letter to the NRC Staff dated August 17, 1977 Westinghouse described a deficiency in their seismic and environmental qualification tests of stem mounted limit switches used on safety related motor operated valves and air operated valves. This letter, number NS-CE-1489, REF: NS-CE-692 (7/10/75) was sent from Mr. C. Eiche1dinger to Mr. John F. Stoltz of the NRC Staff.

We request that the applicant review the Virgil C. Summer design for all safety related motor operated and air operated valves and verify that all deficiencies identified in the Westinghouse letter have been rectified if any existed. Also identify all deficiencies which still exist. Amend the FSAR to include the results of the review and a description of all changes to correct the deficiencies.
