Gentlemen:
This refers to the inspection conducted by Miss C. A. Evans and
Mr. J. J. Ward of our Region IV office on January 15-17, 1979, of activities
authorized under NRC Operating License No. DPR-34, and to the discussion
of our findings held on January 17 with Mr. D. W. Warembourg of your
staff.
The area examined during this inspection was your program for protecting
against industrial sabotage and safeguarding special nuclear material
pursuant to applicable provisions of 10 CFR 50, " Licensing of Production
and Utilization Facilities"; Part 73, " Physical Protection of Plants and
Materials"; and specific requirements of NRC License No. DPR-34. Within
this area, the inspection consisted of selective examinations of
procedures and records, interviews with personnel, observations by the
inspector, and review of the ~ Physical Protection Plan for the Fort St. Vrain
Nuclear Generating Station.
Within the scope of this inspection one infraction in the physical security
protection for your plant was observed, as set forth in the Notice of
Violation, enclosed with this letter. This notice is sent to you pursuant
to the provisions of Section 2.201 of the NRC's " Rules of Practice,"
Part 2, Title 10, Code of Federal Regulations. Sectica 2.201 requires you
to submit to this office, within 20 days of your recc.ipt of this notice,
a written statement or explanation in reply includirg:
(1) corrective
cteps which will be taken, and the results achieved, (2) corrective steps
which will be tak'.n to avoid further noncompliance; and (3) the date
when full complianae will be achieved.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice,"
Part 2, Title 10, Code of Federal Regulations, documentation of findings
of your control and accounting procedures for safeguarding special nuclear

materials and your facility security procedures are exempt from disclosure;
therefore, the inspection report will not be placed in the Public Document
Room and will receive limited distribution.
