Gentlemen:

This refers to the inspection conducted by Messrs. D. Boyd, N. Chrissotimos,

and R. Walker of this office on November 30, 1978, of activities at the

CECO Corporate Of fices and to the discussion of our findings with Mr. Bitel

at the conclusion of the inspection; and to the inspection conducted by

Mr. D. Boyd of this office on December 6 and 7, 1978, of activities at

the Zion Nuclear Power Station, Units 1 and 2 authorized by NRC License

No. DPR-39 and No. DPR-48 and to the discussion of our findings with Mr.

Wandke at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined

during the inspection. Within these areas, the inspection consisted

of a selective examination of procedures and representative records,

observations, and interviews with personnel.

During this inrpection, certain of your activities appeared to be in

noncompliance with NRC requirements, as described in the enclosed

Appendix A.

The inspection showed that action had been taken to correct

the identifico i incompliance and to prevent recurrence. Consequently,

no reply to this noncompliance is required and we have no further

questiens regarding this matter at this time.

In accordance with Section 2.790 of the NRC's ** Rules of Practice," Part

2, Title 10, Code of Federal Regulations, a copy of this letter and the

enclosed inspection report will be placed in the NRC's Public Document

Room, except as follaas. If this report contains information that you

or your contractors beli.tve to be proprietary, you must apply in writing
