Commonwealth Edison Company Docket No. 50-295 Based on inspections conducted on December 6 and 7, 1978, it appears that certain of your activities were in noncompliance with NRC requirements as noted below. This item is considered to be an infraction.
Technical Specification 6.2, Plant Operating Procedures, stated in part A.
Detailed written procedures including applicable check-off lists covering iteus listed below shall be prepared, approved and adhered to:

Contrary to the above, on November 2, 1978, instrument procedure DERS11 was not adhered to, resulting in an unplanned reactor trip and subsequent safety injection on Unit 1.
