1.0 INTROCUCTION Sy letter dated October 14, 1977, Virginia Electric and Pcwer Company ('IE?CO) submitted a plant specific analysis in succort of :ne proposed reactor vessel overpressure mitigating system (OMS) for Surry Nuclear Pcwer Station Units 1 and 2.
This information supplements other documentation submitted by VEPC0 during 1976 and 1977. The electrical, instrumentation and control system aspects of the proposed design have been reviewed and are presented in this Safety Evaluation Report.
The proposed overpressure mitigating system includes sensors, actuating mechanisms, alarns and valves to prevent a reactor c:olant system transient frcm exceeding tne cressure temperature limits included in :ne Surry Units 1 and 2 Tecnnical Specifi-ca-ions as required by appendix G to Chapter 10, Code of Federal Regula:icns, Part 50 (10 C.:R 50).
2.0 EVALUATION The enclosed Technical Evaluation Report was prepared for us by cur consultant, EG&G Idano, Inc., as part of our Tecnnical Assistance Program.
3.0 C::NCL'JSIONS 3ased on our review of the enclosed consultant's Tecnnical Evaluation Report, we agree with their rec:nrendaticns that the ifcensee precosed design modifications for tne Overpressure Mitigating System in the areas of the electrical, instrrentation and control for the Surry Units 1 and 2 overpressure mitigating system design are acceptable on the basis that: (1) :ne design complies with tne IEEE Std. 279-1971 design criteria, (2) :ne design ccm: lies witn :ne seismic design criteria, (3) the system is redundant and meets :ne single failure criterien, (4) the cesign requires no Ocerator action for ten minutes after tne ocerator recaives an over;ressure action alarm, (5) :ne system is es acle en a :er' odic tasis, and (5) One protesec cnanges a the Tecnnical Scecifications nave subsecuently :een reviewed anc are in agreement ui:n ne recommended enanges descriced in Section 2.5 of :ne encicsed Consul tant's recort, a.0 RE:ERENCES 1
