Dear Mr. Reid:

This is in response to your letter to all licensees of Babcock and Wilcox (B&W) nuclear steam supply systems, dated January 9,1980, expressing a concern on the potential for reactor coolant system voiding during transients on B&W plants.

Attached is a discussion titled " Potential Reactor System Voiding During Antici-pated Transients" dated January, 1980, which is our response on this matter re-lative to Davis-Besse Nuclear Power Station Unit 1, (DB-1) . B&W has investigated the concern, reviewed the data from the transients referenced by the NRC Of fice of Inspection and Enforcement (I&E),and prepared the attached report in response.

Our review of the investigation concludes that voiding does not occur in the reactor coolant system during anticipated transients.

Toledo Edison Company considers this matter resolved and plans no additional analyses or submittals.
