The following is submitted in response to your letter dated December 14, 1979, concerning the deficiency identified in the above inspection report.

DEFICIENCY Contrary to paragraph 4.a of Procedure HNP-7900, " Meteorological Station",

the temperature of the weather station building was greater than 75 F and the air conditioner was not functioning properly. In addition, contrary to paragraph 4.j of the same procedure, it was observed that a difference of more than 20 existed between the top and bottom vind direction in-dicators and the required additional checks were not performed.

RESPONSE

A review of the weather station surveillance procedure was made and found to be adequate for providing reasonable assurance that the weather instruments are maintained in proper operating order. The 750F ambient temperature limit ..nd the 20o direction difference limit are written into the procedure as guidance limits for potential problems existing with the heating / cooling system and wind direction instrument. The limits are prefaced by the words "should be" and thus are not strict compliance limits as implied in the deficiency.

This deficien e , as well as the weather station surveillance precedure, has been thoroughly discussed with the responsible technician to assure that the technician fully understands the requirements of the procedure and operation of the equipment. In the future, tech-nicians assigned the duty of performing the surveillance procedure will be adequately trained and advised of the necessity for prompt notification to responsible parties if malfunctioning weather station equipment is indicated by the surveillance checks.

Procedure HNP-7900 will be revised to reflect an upper ambient tem-perature guidance limit of 850F. This new limit will be tuore reasonable from an operational view but still will be well within the weather instru-ments specifications.
