Response to your letter of July 14, 1977 has been deferred in the hope that the results of studies pertinent to the subject of the protection of spent fuel would be available for inclusion. Unfortunately, study j.

results have been delayed and accordingly this must serve as an interim iz answer to the points you raised.
E We have reexamined your report " Sabotage Analysis for Fuel Storage at F
Morris." We do not believe that this report alone is sufficient justi-fication for recomending,to the Cocmission that the protection re-quirements for this type of facility be amended.
It is still our view
~
that the spent fuel storage facility at Ibrris must have physical protection because of the possibility of off-site radioisotope release in the event of sabotage. Study results expected early this year will

serve to provido more quantitative infomation on this issue. We will review our regulations in this area at that time.
In general, my staff believes your study on this matter represents a meaningful effort. This notwithstanding, several " gaps" in background i:
material were noted, e.g., statements on pages D-2 and 0-3 point to un-certainties relative to fragmentation and the effects of cladding.
Unsolved items of this nature, along with that we consider to be an overly cor.servative approach in limiting available explosives to TNT and-dynamite for adversary use, detract from an otherwise excellent paper.

this matter (in addition to estimating the probability that an act of

sabotage will be successful) involves an estimation of probable consequences

These results will be examined along with other con-siderations in making a determination on the need for and extent of protection requirements for spent fuel storage sites.
