t DUKE POWER COMPANY MCGUIRE NUCLEAR STATION Response to IE Inspection Report 50-369/79-37, 50-370/79-22 Deficiency As required by Criterion V of Appendix B to 10 CFR 50 and as implemented by Topical Report, Duke IA, paragraph 17.1.5, appropriate instructions will be used for activities affecting quality. The Quality Assurance Program (QAP)
Procedure M-41, " Electrical Equipment Installation Incpection," requires that detailed inspection instructions for each type of electrical equip-ment be provided by Supplemental Inspection Instructions (Form M-41B).
The Supplemental Inspection Instructions, serial number 014, for cable routing required the QC inspector to verify that cables are correctly located by cable tray junction points and that the " Cable Installation Data Card" (Pull Card) lists the " exit" cable tray junction point for safety-related cable.
Contrary to the above, the Cable Installation Data Cards for safety-related cable numbers 2*EPC621 and 2*EPC623 did not list the correct exit cable tray junction points. These two cables were routed via the same cable trays and had the exit cable tray junction point listed as 14802 located in the pene-tration room. The actual exit cable tray junction point is 14800 located just inside the Diesel Generator Number 2A room.
The cable routing installation inspections had been performed and were veri-fied satisfactory by a QC inspector's signature on the Cable Installation Data Card.
Response
A nonconforming item report was written to cover the route discrepancy on Cables 2*EPC621 and 2*EPC623.
Cable installation data cards were corrected to list the correct exit cable tray junction points. QC personnel involved in the cable routing installation inspection have been instructed in the proper application of QAP Procedure M-41B, serial number 014, " Cable Routing Installation Inspection." In addition, individuals involved in the installa-tion of cable have been cautioned to pull cables either in accordance with the cable card or to contact electrical technical support to revise the route in accordance with a variation notice.
