Dear Mr. O'Reilly:
Your IEB-79-23 requesting action by South Carolina Electric and Gas Company within forty-five (45) days with regard to potential failure of diesel generator field excitation transformer has been reviewed. As a result of our investigation into this matter, the neutral of the primary windings of the excitation power transformer is ungrounded. Therefore the excitation transformer is not susceptible to third harmonics of the type described in the referenced bulletin. Full-load operation test of the emergency diesel generatora is scheduled to be performed in January of 1980. No further action i required and this is considered a final report.
