Gentlemen:

This refers to the inspection conducted by Mr. B. K. McLeod of this

office on August 2, 3, 4 and 28, 1972 of construction activities author-

ized by AEC Construction Permit No. CPPR-40 and to the discussions of

our findings held by Mr. McLeod with Messrs. Wise, Barton and Toole of

your staff at the conclusion of the inspection.

Areas examined during this inspection included the preoperational test-

ing program, station operating procedures, quality assurance, and post

erection cleaning.

Within these areas, the inspection consisted of

selective examination of procedures and representative records, interviews

with plant personnel, and observations by our inspector.

No items of nonconformance were identified in the areas examined; however,

we understand, based on discussions with your staff at the conclusion of

our inspection, that the following actions or activities are being accom-

plished:

The preoperational test procedures which were prepared prior to the

time General Public Utilities Service Corporation assumed respon-

1bility for the technical content of the Three Mile Island 1 test

program, will be revised to conform to the for=at and procedure

content required by the Three Mile Island 1 Test Manual. The review

and approval process will also be as defined in the Three Mile Island 1
