As you are aware, we recently contacted r' embers of vnur staff to obtain information for an independent assess: ent of such a postulated accident at your facili ty.

3ased on our preliminary review, potential site beundary radiatien exposures due to such an accident at ycur facility would be below the exposure cuidelines of 10 CFR Part 100 if known characteristics of tne containment isolation or effluent filtration systems of your f acility are credited in lin1tino releases from a refueling acci fent inside containment.

In order to confirn these results and to cacurent the factors involved in the evaluation, we re"uest that you provide a rietailed evaluation of the potential consequences of such an accident at your facility within uG days of recei7t or this letter. (1) a censervative analysis using paraneters (e.c., naximo, allowaale valva closure times) as limited by the technical soeci-ica-tions and (2) an analysis usino parameters associated with current known racility oneratino conditiens (e.c., actual valve closure times).

Clearly incicate the environment for which the enuierent is qualifiec, includinc seis:aic, an<l unether the ec.uic',ent can withstand a sinole failure.

You shoulti revieu your technical suecifications related to this postulatea accicent and, as ao;'ropriate, pronose changes (e.e.,

valve closure tines, filter-testing) which will provide assurance that caraneters in90rtant in the evaluation are maintaineil at levels which will assure ', hat conservatively calculated offsite consecuences are well within the exposure quidelines of 10 CFR Part 100 over the facility l i fetine.

In addition, provide a list of those changes to facility ecoipment which would orovide added assurance that potential offsite exposures are low (e.g., relocation of radiation monitors or nodifica-tion of the containnent isolation logic). For each such potential inprovenent, you should provide an assessnent of the inpact of the chan'2e on facility operations and discuss the extent to which it would provide added assurance of reducing the potential consequences.

You are requested to also provide an evoluation of the consequences of this accident in which a single failure is assuned and orennse any chances to facility enuipment (e.c., rerfundant rartiation monitors) which 3ro necessary to assure tnat Part lut'.i <2uidelines are not exceeded.

You should include an assessnent of the innact of any such equipment chances on facility ocerations.
