Docket No. 50-289 Technical Specification Change Request No.16 Lics.see requests that the following changes be made to Appendix B of the Technical Specifications. A c py of proposed changed pages marked " Change Request No.16" is atte-hed.

The proposed chrages are primarily the result of a review of first-year operation of the operational radiological environmental monitoring program.

Change Request 16.1 Pages 41, 44, 50, 53, 54, 55, and 56 (Figures 1-7) Change Figures 1-7 to a polar coordinate system of sample location designations using 16-22 o segments and concentric zones from the station. Designations will include type of sample and sample location by sector and number.

For example, TM-AP-lS2 describes the second TMI sample station located in the first sector and in the on-site zone.

Reason for Change Request 16.1 The new locations designation is more precise, f acilitates tabulation, and will be used to label all of licensees environmental monitoring s ta tions .

Environmental Analysis Justifying Change _16.l _

The change presents a relabeling of the environmental stations but does not alter the program in any way. It does not, therefore, in-volve a significant hazards consideration and will not affect the health and safety of the public.

Cost-Benefit Analysis Supporting Change 16.1 There is no significant cost involved in the change of sample description and the benefits derived include more precise sample location description, improved reporting legibility, and improved data availability for comparison.

Change Request 16.2 Add new Table 2A, Lavie , oental Monitoring Program Sample Identification System.

Reason _ for Change Request 16.2 The new Table 2A provides an explanation of the polar coordinate system.

Environmental Analysis Justifying Change 16.2 The change is of an editorial nature as it provider further descrip tion. Accordingly, no analysis is appropriate and none is provided.

Cost Benefit Analysis Supporting Change 16.2 No significant additional cost is involved and more reference information will be available.

Change Request 16.3 Page 50, Figure 3. Change the designated Surface Water Background location from Harrisburg to Steelton. See Fig. 3, Sample 1-RW-B ,

or TM-SW-15F1 using polar coordinates.

Reason for Change Request 16.3 There is available at Steelton an integrated surface water sample which is also utilized by the Commonwealth of Pennsylvania Bureau of Radiological Health (BRH) personnel. The sample collected by BRH would be used as a control for the TMI sample. The Steelton Treatment Plant is operated by the borough of Steelton as a municipal water treatment f acility and, as such, is a source of independently collected, composited raw river water samples. This composite sample is more desirable than a grab sample.

Environmental Analaysis Justifying Change 16.3 The change represents the change in designation of an indicator sample from one upstream location. There is no reduction in data availability and reliability checks will be increased with availability of the BRH sample.

Cost Benefit Analysis Supporting Change 16.3 No additional cost will be involved in collecting the sample at this location. No cost will be involved in moving the sample , and benefits will be derived from the availability of a control.

Change Request 16.4 Page 50, Figure 3. Change the location of the air particulate sampler currently located at the North Bridge, currently 2-A-I, to a location 2.7 miles north of TMI at the Met-Ed Middletown Substation (TM-AP-lCl)

(See Fig. 4) .

Reason for Change Request 16.4_

The current location is in a high-traffic, dusty area and the sampler is subject to heavy dust loading en the filter. The proposed location is at or near the closest population concentration and is within the Susquehanna River Valley. It would be used to indicate the con-centration of airborne material which may be carried in a northerly direction.

Environmental Analysis Justifying Change 16.4 The proposed change will provide a more accurate sample as it will not be subject to dust loading. Both locations are outside the site boundary although the proposed location would provide more accurate information on concentration of radioactive material at the nearest population concentration. As the proposed change would permit more accurate information, there would be no threat to the health and safety of the public.

Cost-Benefit Analysis Supporting Change 16.4 The only cost involved is the small cost of moving the sampler which will be outweighed by the benefits of the increased accuracy. As another type of sample is already collected at the proposed location, there would be no increase in collection costs .

Change Request 16.5 Page 53, Figure 4. Change the location of the air particulate sampler currently located at Hummelstown (6-A-I) to a location adjacent to the Middletown sample location described in Change Request 16.4 above.

Rer. son for Change Request 16.5 The two samplers at the Middletown location would be operated simultaneously but analyzed by separate laboratories to provide a quality control check of the two laboratories. A quality control check has proved beneficial at another location and one is desired in the northern direction.

Environmental Analysis Justifying Change 16.5 The change will provide more accurate information through the use of a quality control check. As adequate samples are currently available, moving the sanple from Hummelstown will not have an adverse effect on the health and safety of the public.

Cost-Benefit Analysis Supporting Change 16.5 The addition of a quality control check will assist in upgrading the radiological environmental monitoring program. The only additional cost involved is that of moving the sampler. Installation of an additional quality control sample rather than utilizing the one at Hummelstown would incur a significant amount of additional expense in that installation and recurring increased analysis costs would result.

Change the sample location at the South Weather Station (Air-Particulate 4-A-I, Air-Iodine 3-I-I, and Precipitation 2-P-I) to the extreme southern tip of Three Mile Island. The new locations would have polar coordinate designations of TM-AP-9S1, TM-AI-9S1, and TM-RW-9Sl.

Reason for Change Request _16.6 The current sample location is near the construction personnel parking lot and samples are subject to heavy dust conditions. The proposed location is in the river valley in the southerly direction and is more likely to be at a plume-ground level interface.

Environmental Analysis Justifying Change Reques t 16.6 Both locations are in the same direction and will provide the necessary data. The proposed change would permit obtaining, more accurate information and, as such, would provide additional assurances that the health and safety of the public are not threatened.

Cost-Benefit Analysis Supporting Change 16.6 Moving the sampler will supply better data as dust loading will be less of a problem. The only additional cost involved is that of moving the sampler and which is outweighed by the more accurate data.

Change Request 16.7 Page 53, Figure 4. Redesignate the air monitors at Marietta (7-A-I) and North York Substation (8-A-I) as background rather than indicator samplers as shown on Figure 4. The new coordinates would be TM-AP-7F1 and TM-AP-9G1, respectively.

Reason for Change Request 16.7 The change in designation from air indicator to air background is appropriate to correctly identify the nature of the monitors , as diey are located nearly ten miles from the station.

Enviranmental Analysis Justifying Change 16.7 As there is r.o change in sampling frequency, sensitivity, or direction, there is no adverse environmental impact and no risk to the health and safety of the public.

Cost-Benefit Analysis Supporting Change 16.7 There is no change in cost ; the only benefit derived is to more properly indicate the nature of the station.

Change Request 16.8 Page 55, Figure 6. Remove the TLD currently located at the Hummelstown air sample location (1-B on Figure 6) .

Reason for Change Request 16.8 There are currently four other Background TLD's installed at approximately bie same distance to provide monitoring. These TLD's will provide an adequate assessment of background dose.

The Station is remote and in an undesirable location.

Environmental Analysis Justifying Change 16.8 Tha four TLD's listed above are currently utilized as the back-ground monitors. They will provide adequate monitoring to properly ensure the health and safety of the public.

Cost-Benefit Analysis Supporting Change 16.8 There will be a net cost reduction of approximately $150 per year plus labor time and travel to collect the sample. The deletion of the Hummelstown TLD reduces the total number of TLD's from 20 to 19.

This twentieth station does not supply sufficient benefit to the environmental monitoring to justify the expenditure .

Change Request 16.9 Page 51, Table 3. Change the number of air indicator and background s tations in accord with 16.5 and 16.7 above.

Reason for Change Request 16.9 This is an editorial change in accord with 16.5 and 16.7.

Change Request 16.12 Page 51, Table 3. Change the sensitivity specified for I-131 analysis in green leafy vegetables from lx10-8 pCi/gm to lx10-7 pCi/gm.

Reason for Change Request _16.12 The sensitivity of analysis currently specified is not consistently obtainable by normal laboratory procedures. To increase the sample size or counting time required to that necessary to consistently obtain the presently-required sensitivity would consititue unreason-able sample volume and expenditures for counting times. To secure small sensitivity changes requires exponential increases in these paramet ers .

Environmental Analysis Justifying Change 16.12 If an individual consumed 150 pounds of f resh vegetables grown at the site boundary which contained a level of iodine at the concentration of the proposed sensitivity, the annual dose to the thyroid would be approximately 13 mrem per year, which is less than the permissible dose of 15 mrem. There fo re , there is no threat to the health and safe ty of the public.

Cost-Benefit Analysis Supporting Change 16.12 If the proposed change is implemented, a savings of up to $900 per year can be realized. This will result from decreased counting times and/or decreased sample volumes as sensitivity is proportional to counting time and sample volume.

Change Reques t 16.13 Page 52, Table 3. Change the sensitivity specified for Sr-89 and Sr-90 analyses in Sediment and Fish to 2.5x10-8 pCi/gm and 5x10-9 pCi/gm, respectively.

Reason for Change Request 16.1 3 The sensitivity of analysis currently specified is not consistently attainable by normal laboratory procedures. To increase the sample size or counting time required to that necessary to consistently obtain the presently-required sensitivity would constitute unreasonable sample volume and expenditures for counting times. To secure small sensitivity changes requires exponential increases in these parameters.

Environmental Analysis Justifying Change 16.13_

Current regulatory guidance (ORP-SID 72-2 and a proposed Regulatory Guide 4.X) utilizes these sensitivities. These sensitivities provide adequate assurance that there is no threat to the health and safety of the public.

Cost-Benefit Analysis Supporting Change 16.13 If the proposed change is implemented, a savings of up to $900 per year can be realized. This will result from decreased counting times and/or decreased sample volumes as sensitivity is proportional to counting time and sample volume.

Change Request 16.14 Page 52, Table 3. Add the words "(If available)" under Collection Frequency for Aquatic Vegetation.

Reason for Change Request 16.14 In an effort to select aquatic vegetation which would be a meaningful indicator in an aquatic food chain as well as potential concentrator of activity, Met-Ed reviewed the current aquatic plant program. As a result of this review, the water willow previously collected was dis-continued. It now appears , however, that due to the scouring ef fect of the June, 1972 flood, sufficient quantities of desirable aquatic plants are not currently available in appropriate locations. It is anticipated that these plants will be reestablished and available in the forseeable future.

Environmental Analysis Justifying Change 16.14 As attempts will continue to be made to collect samples and as any samples collected will be analyzed, there is no change to the intent of program and accordingly, no unreviewed environmental impact nor threat to the health ani safety of the public.

Cost-Benefit Analysis Supporting Change 16.14 It is preferable to collect samples which could be correlated with past results and which would best show any impact of the station on aquatic vegetation. As aquatic plants other than the water willow are not currently available immediately downstream of the station, this is not possible. As attempts will still be made to collect samples, no change is involved.
