REQUEST FOR MARK I PROGRAM REVIEW On May 22, 1979, I had a telecon with R. Logue, Mark I Owners Chairman, and R. Kohrs, GE Mark I Program Manager, regarding the Mark I Long Term Program review schedule. The Owners Group would like to send a small contingent of representatives to meet with staff management (i.e., you and/or V. Stello) to discuss the impact of the review schedule on the

licensees' schedules for modifications, and the Long Term Program review philosophy.
The Owners Group is concerned that our review schedule may be delayed indefinitely, prolonging the program and fouling up their modification schedules. However, they are also concerned that unnecessary margins will be imposed because an inadequate amount of time has been allotted to conduct the review, I assured Logue and Kohrs that we are striving to complete our review as quickly and reasonably as possible, i
At the present time, the status of the program is as follows:

BNL is concurrently analyzing data from the GE, EPRI, and LLL test facilities and drafting a recommendation regarding the resolution of pool swell pressure load definition, The draft position will be completed by June 4,1979.

We are still awaiting information from the Owners Group relative to 3-D variation in pool velocity. This information is necessary to continue the review of pool impact and drag loads.

BNL has just submitted a draft recommendation to the Containment Systems Branch (DSS) regarding SRV pressure load definition, It appears that the remaining SRV issues (i.e., frequency and "off-center" quencher loads) were resolved in a meeting on May 30, 1979, pending formal documentation by the Owners Group, m 9 065 79o8280 b

In a meeting with the Mark I Owners Group on May 17, 1979, we determined that additional information and justifica* ion will be required for certain condensation oscillation, cheggins, downcomer lateral, and submerged structure drag loads.

There are still a few outstanding issues on the structural acceptance criteria and plant-unique analysis techniques.
EB participation on this program has been essentially non-existent for the past two months because of their involvement on the TMI-2 and piping seismic design programs.

The Owners Group has not yet determined the lateral load definition for " tied" downcomers. This information is supposed to be completed in June 1979.
7.
There are a number of " loose ends", e.g., thermal stratification, that we hope will be resolved in the responses to our May 3,1979 request for additional infonnation.
Unless I hear from you to the contrary befo a June 4,1979, I will arrange for you to meet with representatives of the Mark I Owners on June 8 at 9:00 am.
