REVIEW OF LICENSE AMENDMENT APPLICATION DATED JAtiUARY 12, 1979, AliD SUPPLEMENT TRAtiSMITTED BY LETTER DATED MARCH 8, 1979 CONCERNING DECCMMISSIONING PLAN, PC N0. 79047A Introduc'. ion By letter dated January 12, 1979, Combustion Engineering (CE) submitted a plan (dated January 15, 1979) for the future decontamination of the places of use and site authorized by Special Nuclear Material License NO. SNM-33 so that they can be released for unrestricted use.

In the letter of March 8,1979, CE provided financial information and a commit-ment from the president of the Power Systems Group to provide the funds necessary for decommissioning.

Decontamination Plan and Costs The decontamination plan concerns the areas within all of the buildings and possible contaminated piping and soil outside of the buildings on the Hematite site where radioactive materials have been handled pursuant to License No. SNM-33.

It was assumed in estimating the costs of de-carmiissioning that the facilities and all of the equipment decontaminated for release for unrestricted use would meet the Division of Fuel Cycle and Material Safety guidelines of November 1976.

Equipment and parts of facilities including materials not meeting the criteria in the guidelines would be packaged, transported and disposed of in accordance with current criteria and requirements for radioactive materials. The estimated costs for facility and equipment (including the plant expansion) de-contamination and burial is approximately $350,000. The staff concluded that the plan and the estimated cost are reascnable and adequate.

Financial Plan Tile staff has evaluated the CE financial commitment and finds that, althcugh it does not contain a financial surety arrangement that would ~ ~

guarantee decormiissioning funds, it offers the assurance of a corporate officer that CE will provide the necessary funds for deccmmissioning.

The staff finds that the CE commitment is a very small fraction of the worth of the corporation.

Conclusion CE's plan for the future decontamination of the places of use and site authori::ed by this license, so that they may be released for unrestricted use, and the finans:ial arrangements to ensure that adequate funds will be available to cover the costs at the time of decommissioning, provide satisfactory assurance that the health and safety of the operating personnel and the public will be protected, and the quality of the environment maintained.

It is recom. ended that an amendment to Special Nuclear Materials License SNM-33 be issued to incorporate the decommissioning plan and financial commitment.
