In accordance with your submittal dated October 25, 1978 and supplements dated February 2 and April 3,1979, and pursuant to Title 10, Code of Federal Regulations, Part 70, Condition No. 11 of Special Nuclear Material License No. SNM-23 is hereby amended to read as follows:

Condition 11.

The licensee shall maintain readiness to implement the plans for coping with emergencies in accordance with your submittal dated October 25, 1978 and its supplements dated February 2 and April 3, 1979.

No changes to the plan shall be made which would decrease the effectiveness of the emergency plan without the prior approval of the Commission.

Changes to the emergency plan without prior Commission approval shall be promptly submitted, for information purposes, to the Region I Office of Inspection and Enforce-ment and to the Office of Nuclear Material Safety and Safeguards.

All other conditions of your license shall remain the same.
