Backaround Texas Instruments, Inc. (TI) by letter dated October 25, 1978 and supple-ments dated February 2 and April 3, 1979 submitted a plan for coping with emergencies.

The plan and associated supplements were reviewed using the criteria in Appendix E of Part 53, particularly the elements listed in Section IV, and in Regulatory Guide 3.42, " Emergency Planning for Fuel Cycle Facilities and Plants Licensed under 10 CFR Parts 50 and 70" (RG 3.42), dated August 1977.

II.

Discussion A.

Organization-Notification The licensee has established an emergency plan for coping with incidents such as criticality, fire, explosions, release of radioactive materials, and personnel injury.

Since the TI SNM licensed facility occupies only a relatively small portion of one Building (Building 10) in the TI complex at Attleboro, the Manager of the TI Facilities has been appointed as the Site Emergency Director (SEC) and activates the TI and HFIR emergency plans for all emergencies classified higher than " Personnel Emergencies,"

by RG 3.42.

The latter classification emergency is activated by the HFIR Project Emergency Coordinator (HPEC).

The HPEC activates the emergency organization for personnel emergencies and makes the necessary outside emergency assistance contacts for all emergencies associated with radio-logical safety.

The SEC makes the necessary outside contacts for emergency assistance for all other emergency types.

The HPEC is aided by an emergency team of HFIR project personnel (e.g., radiological evalua-tion team, safety actio1 team, security) with support from the TI Attle-boro site emergency staff and facilities (e.g., medical health center, Building 10 and sito emergency teams, security and safety directors).

Responsibility for specific activities such as conduct of operations, supervision of surveys and rescue operations, accountability of evacu-ating personnel, and maintenance of emergency procedures is assigned to 2282 1077906d01%

All emergency leaders associated with the HFIR project report to the HPEC.

The latter assists the SEC in classifying the emergencies in accordance with the categories specified in RG 3.42.

Alternates are designated for key positions for the TI and for the HFIR emergency organization plans.

These include the SEC and security administrators in the TI plan and the HPEC, manager nuclear safety and personnel accountability in the HFIR emergency plan.

Alternates are designated for both day shift and off-shift emergency team personnel.

Onsite personnel are notified of an emergency by one-way and two-way radio communications, by telephone and by activation of the criticality alarm.

A special telephone system is established for communication between members of the emergency team.

The plan identifies local, State and Federal agencies that will provide supoort in the event of an emergency and the means of notifying the agencies.

Since the HFIR Project only operates on day shift, there are designated responsibilities and alternates for both day and of f-shif t hours.

Off-shift coverage is providea by HFIR Project Security with support from the TI Attleboro facility emergency organization.

Since activities involving SNM require the direction of HFIR Project staff, the security organization contacts the HPEC or his alternate for guidance until he and/or the Radio-logical Evaluation Team arrive to handle the emergency.

Personnel evacuation, emergency area isolation and protective guidance communicated by telephone are adequate to assure the control of the emergency situation.

B.

Notification Criteria The TI emergency plan classifies incidents into five categories and identi-fies the categories that require notification of offsite local, State and Federal authorities.

Howe"er, procedures to cope with the cateoory of General Emergency are not provided since the events in this category are judged not to be credible during the lifetime of the facilities.

Examples of each type credible emergency and response action for each are identified.

Outside Aaencies The procedures provide direction for the facility emergency organization to request participation of outside organizations and agencies whose services are needed.

Agreements have been reached with the following organizations:

Governmental Agencies, who can provide radiological assistance, are notified whenever there is the potential for or an actual uncontrolled offsite release of any radioactivity during plant and site emergencies, respectively.

D.

Maintenance of Orcanization and Procedures The licensee will review and update the Emergency Plan and procedures at least annually.

A license condition shall be added to limit changes to the Emergency Plan without prior Commission approval to those that would not decrease its effectiveness.

All written agreements are reviewed and updated every two years.

E.

First Aid and Decontamination of Facilities The TI Medical Center, available onsite, is staffed by a licensed medical doctor and medical support personnel.

The medical center is an industrial medical facility with emergency resoonse capabilities.

Decontamination and personnel monitoring equipment and supplies are available onsite.

Transportation of contaminated personrel to hospitals is provided by the City of Attleboro Fire Department Ambulance for further decontamination and/or treatment.

A TI-owned vehicle provides a back-up to the fire department ambulance for the transport of contaminated personnel.

F.

Offsite Treatment of Personnel As noted in E, above, local hospitals are available for further decon-tamination and/or treatment of contaminated personnel, procedures have been developed for delivery of a contaminated patient to a specified location within the hospital, for preparing the patient for treatment and for subsequent treatment.

Personnel Training The licensee has committed to maintain emergency preparedness through a continuing program in which TI personnel receive training in the emergency procedures.

All personnel receive training appropriate to their function in the event of an emergency (e.g., HFIR Project and Site emergency coordi-nators, HFIR Project emergency teams, project personnel).

Retraining is performed annually.

Local agreement organizations receive initial training consisting of familiarization with the TI Attleboro emergency organizations, potential hazards, the coordination of efforts to minimize the consequences of an emergency, and the preestablished links and notification procedures.

Annual refresher information is provided by TI to local agreement organizations which review contamination control measures, communication links, notification procedures, and special hazards concerns.

H.

Drills and Exercise Annual drills and exercises are conducted to involve the onsite emergency personnel in simulated accident situations developed in accordance with Site or Emergency scenarios.

Offsite (local and State) agreement organiza-tions are notified of intended drills and are invited to participate.

These organizations are encouraged to participate in the communications and notifications procedures of the emergency response drills.

HFIR Project employees are provided emergency evacuation and emergency response training annually.

Records Records are maintained of all training, drills and exercises.

Documented evaluations, including follow-up on corrective actions, are incorporated in revisions to the training program, exercises, and/or drills as appro-priate.

J.

Reentry Criteria Whenever there is a potential for an uncontrolled release of radioactive material, TI emergency personnel are required to wear protective clothing and high efficiency particulate filter respirators before entering the contaminated area.

Offsite emergency personnel are appraised of potential contamination hazards and protective equipment (e.g., clothing, respirators) are provided to minimize the hazard.

Reentry of personnel for resumption of operations is allowed when contamination levels are within the limits authorized for normal operations.

Should lifesaving operations be required, the guidelines for reentry are based on NCRP Report No. 39, dated January 15, 1971.
