REVIEW 0F LICENSE AMENDMENT APPLICATION DATED JANUARY 12, 1979 AND ITS SUPPLEMENT DATED MARCH 8, 1979 REVIEWER:

Introduction Combustion Engineering, Inc. (CE), by letter dated January 12, 1979, has submitted a plan for the future decontamination of the places of use and sites authorized by Special Nuclear Material License No. SNM-1067 so that they can be released for unrestricted use.

The plan includes an estimate of the costs involved and the financial arrangements that have been made to insure that adequate funds will be available to cover the costs at the time of decommissioning.

II.

Decontamination Plan and Costs The decontamination plan concerns all areas in the facility in which unencapsulated radioactive materials have been handled pursuant to License No. SNM-1067.

There are three buildings involved:

1.

Building 5 - Nuclear Dcvelopment Laboratory 2.

Building 6 - Hot Waste Vault 3.

Building 17 - Fuel Fabrication Building CE has had experience in the decontamination of portions of nuclear facilities for unrestricted use, particularly at its Hematite Facility (Docket ? -36).

The plan includes criteria for the disposition of equipment and facilities in the following categories:

For unrestricted use 2.

For burial The licensee requested autnorization for unrestricted use of equipment and facilities after decontamination to levels within the principal guidelines taken from Annex C of its Hematite Special Nuclear Material License, SNM-33.

Although the licensee's guidelines for allowable fixed alpha surface contamination levels should be total alpha levels, the difference should not significantly affect the estimated cost of decontamination.

Equipment prepared for use at another fuel cycle facility will have its exterior surfaces cleaned to levels permissible for restricted areas.

Equipment disposed of for burial will not be decontaminated to lesels appropriate for unrestricted use but will be cleaned to meet transporta-tion and safe handling requirements.

The estimated cost for facility and equipment decontamination and burial is $170,000.

The staff concluded the plan and estimated cost are reasonable and adequate.

Upon completion of the decontamination of the CE facility to levels acceptable for unrestricted use, a survey report will be prepared and submitted to the NRC.

Release of the facility for unrestricted uso will be made after epproval by the NRC.

III. Financial Plan The President, Power Systems Group of Combustion Engineering, Inc.,

by letter dated March 8, 1979, hes provided assurance that adequate funds will be available for decontamination of both its licensed facilities at Windsor and at Hematite.

CE plans to pay for the work out of current revenues.

The staff has evaluated the CE financial plan and finds that, although it does not contain a financial surety arrangement that would guarantee decommissioning funds, it offers assurance of a corporate official that adequate funds will be available when needed for decommissioning. With this commitment and considering the estimated cost for the decontamination of both facilities is less that 1% of 1977 income (approximately 0.25% of the income for decontaminatio.' of the Windsor facility), the staff finds that the estimated cost ($520,000 for both facilities) is a very small fraction of the company's annual income.

Conclusion The CE plan for the future decontamination of the places of use and sites authorized by this license, so that they may be released for unrestricted use, and the financial arrangements, to ensure that adequate funds will be available to cover the costs at the time of the decommissioning, provide satisfactory assurance that health and safety of the operating personnel, the public, and the environment will be protected.

Issuance of the license amendment is recommended.
