APPLICATION FOR AMENDMENT TO OPERATING LICENSE The Power Authority of the State of New York, Licensee in the above-captioned docket, hereby files an Appl 4_acion for Amendment to Operating License DPR-59, which would make certain changes to the Technical Specifications as set forth in Appendix A.

With this Application for Amendment, Licensee hereby transmits documents entitled " Proposed Changes to Technical Specifications" (Attachment A) and " Supporting Information" (Attachment B) describing the changes and the reasons therefor. The proposed changes would provide for revisions to Section 6.ll(A) 1.d. regarding radiation dose rate monitoring device in the high radiation area.

The proposed changes would not authorize any change in the type or any increase in the amounts of effluents or any increase in the authorized power level of the facility.

WHEREFORE, Applicant respectfully requests that Appendix A to Facility Operating License No. DPR-59 be amended in the form attached hereto as Attachment A.

ATTACHMENT A Power Authority of the State of New York License No. DPR-59 Docket No. 50-333 PROPOSED CHANGES TO TECHNICAL SPECIFICATIONS February 7, 1979

A ) High 6.11 (. Radiation Area

1. In lieu of the " control device" or " alarm signal" required by paragraph 20.203(c) (2) of 10 CFR 20, each High Radiation Area (i . e . , 2: 100 mrem /hr) in which the intensity of radiation is 1000 mrem /hr or less shall be barricaded and conspicuously posted as a high radiation area and entrance thereto shall be controlled by requiring issuance of a Radiation Work Permit (RWP).* Any individual or group of individuals ermitted to enter such areas shall be provided with or accompanied by one or more of the following:
a. A radiation monito~ing device which continuously indicates the radiacion dose rate in the area.
b. A radiation monitoring device which continuously integrates the radiation dose rate in the area and alarms when a preset integrated dose is received. Entry into such areas with this monitoring device may be made after the dose rate level in the ares has been established and personnel have been made knowledgeable of them.
c. An individual qualified in radiation protection procedures who is equipped with a radiation dose rate monitoring device. This individual shall be responsible for prcviding positive ccntrol over the activities within the area and shall perform periodic radiation surveillance at the frequency specified by the Plant Radiation Protection and Radiochemistry Supervisor in the Radiation Work Permit.
d. A radiation dose rate monitoring device, provided the individuals entering the high radiation area are qualified to provide their own radiation monitoring, within limits specified by the Plant Radiation Protection and Radiochemistry Supervisor.
2. The requirements of 6.ll.A.1 above, shall also apply to each high radiation area in which the intensity of radiation is greater than 1000 mrem /hr. In addition, locked doors shall be provided to prevent unauthorized entry into such areas and the keys shall be maintained under the administrative control of the Shift Supervisor on duty and/or the Plant Radiation Protection and Radiochemistry Supervisor.
  • Radiation Protection personnel shall be exempt from the RWP issuance requirement during the performance of their assigned radiation protection duties, provided they comply with approved radiation protection procedures for entry into high radiation areas.

SUPPORTING INFORMATION This additional requirement, 6. ll ( A) 1.d. of the Technical Specifications, will allow certain individuals who have undergone special training and who qualify as "self-monitors" to enter high radiation areas using digital radiation survey meters while performing routine inspections and operations.

These survey meters are accurate, lightweight, compact, easy to operate and have a wide radiation measurement range. They can be carried by an operator in his pocket while making his

" rounds". A continuous audible indication can be provided by using an earphone. This is used by plant personnel whenever possible to the maximum extent practical.
