RII:CMR 50-348/78-26 This refers to the apparent infraction in the subject inspection re-port which states:

Based on the results of the NRC inspection conducted on Septem-ber 25-29, 1973, it appears that certain of your activities were not conducted in full compliance with NRC requirements as indi-cated below.

These items have been categorized as described in our correspondence to you dated December 31, 1974.

Technical Specifications 6.8 states in part, that written pro-cedures shall be established, implemenced and maintained cover-ing.

the applicable procedures recommended in Appendix A of Regelatory Guide 1.33.

Appendix A, Paragraph G.2.a. recommends that spent resins and filter sludge handling be covered by written procedures. Technical Specification 6.8.2 stotes, in part, that "Each procedure.

Contrary to the above, the licensee did not have written proce-dures for transferring spent resin and evaporator concentrates to the bulk loading facility and subseqtently to the waste solidi-fication centractor's mobile solidification unit, nor had the plant reviewed the operating procedures used by the waste solidi-fication contractor.

Sutherland Page 2 December 18, 1978 The following corrective act.cn1 has been taken to resolve the noncom-pliance identified above with respect to written procedures for transferring spent resin and evaporator concentrates to the bulk loading facility and to the mobile solidification unit.

Farley Nuclear Plant system operating procedure FNP-1-SOP-49.0, Solid Waste Processing System, Revision 4, was issued on September 29, 1978 to provide for transfer of waste evaporator bottoms to the bulk loading facility.

The following additional changes have also been made:

(1) a procedure was added for transfer of chemical drain tank contents to the bulk loading faci-lity, (2) a procedure was added to transfer the contents of the recycle eva-porator bottoms to the bulk loading facility, and (3) a procedure was added to transfer the contents of the spent resin tanks to the bulk loading faci-lity.

The plant is currently taking action in response to unresolved item 348/78-26-02.

Review of operating procedures used by the waste solidifica-tion contractor is being addressed as part of this action.
