Dear Mr. Eisenhut:

In your letter of October 10, 1979, you requested that an upgraded emergency plan for the Brunswick Steam Electric Plant be submitted for NRR review prior to the Emergency Planning Review Team site visit, which is scheduled for early February 1980. In response to your request, Carolina Power & Light Company hereby submits the attached copy of our Carolina Power & Light Company, Brunswick Steam Electric Plant Units No. I and 2 Emergency Plan, Revision Number 12 (December 21,1979).

I Areas where Revision Number 12 of our plan does not fully meet the latest emergency planning guidance are:

1)

Technical Support Center.

At the present time, we have designated an area for Technical Support that meets present criteria; as defined in Mr. H. R. Denton's letter of October 30, 1979, for NUREG-0578 Item 2.2.2.b, except for instrumentation.

A closed circuit television camera that can scan and focus onto pertinent control room instrumentation is being investigated to ascertain its feasibility.

It will be installed during 1980 if it is feasible.

2)

Disseminating Evacuation Information To The Public.

At this time, we are planning to meet with the local Civil Preparedness Officials to obtain their concurrence with the most efficient and ef fective methods for accomplishing t.his task.

This information will be incorporated in a subsequent revision to this plan once concurrence is reached.

Early Alert Systes..

As in Item 2, we wish to accomplish this in a means that is satisfactory to the NRC, ourselves and the local Civil Preparedness Officials.

We have begun to evaluate the present capabilities and the needs for upgrading the necessary equipment.

This information will also be incorporated in a subsequent revision to this plan, once the means are found satisfactory by all parties involved.

Revision 12 of the Brunswick Steam Electric Plant" Emergency Plan includes changes that are required for it to meet the new Carolina Power & Light Company Emergency Plan, as well as the latest NRC guidance. It is intended that the Plant's plan and the new corporate Plan will work in concert to pull together company resources to ef fectively protect the public health and safety in case of an accident involving the plant.
