.s Appendix A NOTICE OF VIOLATION Detroit Edison Company Docket No. 50-341 Based on the results of the NRC inspection conducted on November 11-13, 1979, it appears that certain of your activities were in noncompliance with NRC requirements as noted below. This item is an infraction.
10 CFR 50, Appendix B, Criterion III requires that, measures shall be estab-liched for the selection and review for suitability of application of materials, parts, equipment, and processes that are essential to functions of safety-related structures, systems, and components.
Enrico Fermi QA Manual, QAP No. 3 subparagraph 3.1.3.3 states in part, ".
verifying or checking should consist of reviewing the design,...., and assess-ing the results against the original design basis and functional requirements."
10 CFR 50, Appendix A, Criterion 4 requires that, components important to safety shall be designed to accomodate the effects of and to be compatible with the environmental conditions associated with normal operation, and postulated acci-dents, including loss of coolant accidents.
Contrary to the above, the licensee failed to review the suitability of stem mounted limit switches located on the Main Steam Isolation Valves (MSIV). The switches are used to provide operator information readout and initiate protec-tive action signals.
