We have reviewed your letter of December 13, 1979, in reference to the inspec-
tion conducted at North Anna Power Station Unit No. 1 on October 22-26, 1979
and reported in IE Inspection Report No. 50-338/79-41.
Our response to the
specific infraction is attached.
We have determined that no proprietary information is contained in the report.
Accordingly, the Virginia Electric and Power Company has no objection to this
inspection report being made a matter of public disclosure.

Response to Notice of Violation
Reported in IE Inspection 338/79-41
A.
NRC Comment
As required by Technical Specification 6.8.1.c, written procedures
shall be established, implemented and maintained covering surveillance
and test activities of safety related equipment.
Technical Specifica-
tion 4.0.5.A.2 requires inservice testing of ASME Code Class 1, 2 and
3 valves in accordance with Section XI of the ASME Boller and Pressure
Vessel Code, Subsection IWV 3400 of the ASME Boiler and Pressure Vessel
Code,Section XI requires Category A and B valves be cycled every three
months to insure operability.
Contrary to the above, Category A valves MOV-RS-100A and MOV-RS-1008,
both safety related components, are not required to be cycled every
three months by any procedure.
This is a infraction.
B.
Re sponse
1.
Corrective steps which have been taken and the results achieved:
MOV-RS-100A and MOV-RS-100B were cycled as part of the performance
of the Containment Depressurization Actuation Test in September
19 79.
2.
Corrective steps which will be taken to avoid further noncompliance:
Valve Inservice Inspection (SI, CH, SW,) test which is performed
at least once every 92 days will be revised to include MOV-RS-100A
and MOV-RS-100B.
3.
Date when Full compliance will be achieved:
Full compliance will be achieved no later than January 15, 1980.
